Executive Body Proposes to Resolve Problems of Issuing Certificates for Temporary Import and Export of Expensive Items

Due to the provision of legal grounds for giving the RA Chamber of Commerce and Industry the authorities to organize the work ensuring the implementation of the Convention on Temporary Importation signed in 1990 and to issue ATA Carnet certificates, there is a need to make an addendum to the RA Law on Chambers of Commerce and Industry.

The RA Minister of Economy Vahan Kerobyan presented the draft for debate in the first reading at the NA sitting convened on May 24.

The rapporteur informed that the functions of the Chamber of Commerce and Industry are defined by the Law on Chambers of Commerce and Industry, but an authorization to issue ATA Carnet certificates is not provided. Meanwhile, in the international practice, the functions of issuing such certificates and regulating the relevant technical part are assigned to the Chambers of Commerce and Industry.

According to the Minister, the adoption of the law will allow to organize and coordinate the implementation of provisions of the Convention on Temporary Importation, as well as to resolve the problems of issuing certificates for the temporary import and export of expensive items, in particular, cultural works and musical instruments more effectively.

Presenting the endorsement of the NA Standing Committee on Economic Affairs on the draft law, Narek Ghahramanyan noted that it is in line with the RA Government Programme for 2021-2026.
